The Proctor Library is home to several computer labs, lecture rooms, group study areas and offices. It also provides a variety of research options, including books, a reference collection, computer-based search services, interlibrary loans and audiovisual materials and equipment.

The library opened in 1996 and bears the name of Dr. William Proctor. He led Flagler as college president for a quarter century. Now, Proctor is chancellor of the college and a member of the Florida House of Representatives.
